Community Development Challenge Grant Funding Policy
Recognizing it's public responsibility to help build a better community and to enhance the quality of life for our Pflugerville neighbors and their families, the Pflugerville Community Development Corporation ("PCDC") is willing to become a partner with responsible community groups, providing Community Development Challenge Grants ("Challenge Grants") to fund certain Community Development Projects. PCDC will consider applications for Challenge Grants on an annual basis.
The total amount of funds available for all annual Community Challenge Grants shall be limited to ten percent of the previous calendar year's annual 4B Sales Tax collections by PCDC. For example, the total amount of funds available for all awards for applications received in year 2003 will be equal to 10% of 4B Sales Tax collections received in calendar year 2002.
To Apply:
Community Development Challenge Grant Application forms must be submitted no later than October 31 of each calendar year beginning October 31, 2003. Forms are available from the City Secretary and Pflugerville City Hall, the PCDC offices at 100 West Main or by downloading the application.
Who May Apply?
Applicants must be certified Texas non-profit corporations or government agencies whose principal office is located within the City of Pflugerville or its extraterritorial jurisdiction (the "ETJ"). Applications from individuals or national non-profit organizations with chapters operating within the City of Pflugerville will not be eligible for consideration.
Projects: Article 5190.6 - Texas Development Corporation Act of 1979
"Projects" under the Texas Development Corporation Act for PCDC include recycling facilities, and land, buildings, equipment, facilities, and improvements found by the Board of Directors to be required or suitable for the use for:
amateur (including children's) sports, athletic, entertainment, tourism, convention, and public park purposes and events, including stadiums, ball parks, auditoriums, amphitheaters, concert halls, learning centers, parks and park facilities, open space improvements, municipal buildings, museums, exhibition facilities, and related store, restaurant, concession, and automobile parking facilities, related area transportation facilities, and related roads, streets, and water and sewer facilities, and other related improvements that enhance any of those items.
These types of Projects are referred to in this Policy as "Community Development Projects."
Only Community Development Challenge Grant Applications for Community Development Projects that meet the above criteria in scope and the following criteria will be considered for approval by the PCDC.
To be eligible, a Community Challenge Grant Application must satisfy the following:
- Area Requirement: Challenge Grant funds may only be used for Community Development Projects inside the corporate city limits of the City of Pflugerville or within the boundaries of its ETJ.
- Matching and Reporting Requirements: Challenge Grants require a two-to-one community cash match. On or before two years after the award of a Challenge Grant, the Applicant will be required to provide adequate documentation to PCDC that it has invested its two-to-one cash funds match for the approved Community Development Project prior to receiving the funds of the awarded Challenge Grant. Applications may be made and Challenge Grants approved by the PCDC prior to proof that the required matching funds have been raised by the Applicant. The Applicant will be required to provide PCDC with verification certified by an officer of the Applicant and including reasonable back up documentation that Challenge Grant Funds have been expended for permitted uses in its Community Development Project within six months of funding of the Challenge Grant to the Applicant. The Board of Directors may extend such 6 month period, at its discretion, given the circumstances of any applicable Community Development Project.
- Limit on Applications: No more than ONE application will be funded in any calendar year from any one non-profit corporation applicant. Depending on the number of requests by other community organizations, it is possible more than one application may be considered and granted to the City of Pflugerville.
- Award Limits: PCDC will approve no more than ten Challenge Grants in any one calendar year. No single community non-profit organization will be granted more than 20 percent of the total annual amount of funds budgeted by the PCDC for Community Development Challenge Grants.
- Use Limits: Challenge Grant Funds must be used only for Community Development Projects that comply with the definition of Community Development Project set forth above, the Articles of Incorporation of PCDC, and the Proposition No. 1 as set forth in Resolution No. 100-01-06-26-8A of the City of Pflugerville as approved by the voters of the City of Pflugerville in authorizing the PCDC sales tax collection.
Application Process
Application Deadline: First of Every Month
Once the completed application is submitted to the PCDC, following is the sequence of steps in the approval process.
- The application must be reviewed by the Board's Legal consultant to ensure appropriate statutory guidelines have been followed and will require appropriate financial disclosure. The application will then be forwarded to the Board for their consideration.
- When the application has been added to the agenda for a regularly scheduled meeting, the Board will review the application for compatibility with the goals and mission of the PCDC. The applicant may be invited to give a brief presentation to the Board. The Board may take action, including tabling, rejecting, or approving for further review.
- If the application is deemed by the Board as being in compliance with the goals and mission of the PCDC, the proposal will be scheduled for a Public Hearing and the applicant will be asked to be available for questions and clarifications. A Public Hearing notice will be posted.
- Following the Public Hearing, the Board may take action including approval, rejection, or tabling of the item. If the application is approved, the Board will recommend the proposal to the City Council for their consideration.
- City Council may approve, table, or reject the item. If the proposal is approved by the City Council, the proposal becomes an Approved Project.
- The applicant will be required to sign an agreement with the city and funds will be dispersed in accordance with the terms of that agreement. The applicant will be required to provide PCDC with a quarterly update of the project status. The agreement will ensure that the funds will be spent in accordance with the conditions of the proposal and provide safeguards in the event of default of the proposal.
- The PCDC will reserve the rights to be mentioned in any advertising and publicity as a sponsor or contributor to the project.
Project Applications previously received by the PCDC Board may not be resubmitted sooner than 6 months after the date funding is disapproved.
