The Pflugerville Community Development Board of Directors, composed of seven members each serving two-year terms, manages the affairs of the 4B corporation which promotes economic development in order to eliminate unemployment and underemployment. Together, with the PCDC’s experienced staff, they encourage economic development in Pflugerville by promoting the desirability for new business as well as assisting existing area businesses.

Staff

Amy Madison, CEcD, EDFP
Executive Director

Amy9971Amy Madison, Executive Director, joined Pflugerville Community Development Corporation in January 2014 and was appointed Director in February 2016. Previously, she served six years as CEO of the Greater San Marcos Partnership (GSMP), a quasi-public economic development organization serving Hays-Caldwell counties and seven cities. Madison founded the GSMP by successfully steering a $4M campaign to implement a five-year strategic economic development plan. She began her career in Oklahoma following completion of a bachelor’s degree in journalism from Phillips University. In Shawnee, she served as business development director for Gordon Cooper Vo-Tech School providing training, consulting and business support for over 60 existing-expanding companies in a three county area. She completed a master’s in mass communication from Oklahoma University and moved to Texas, joining the City of Schertz as economic development director for seven years. During her tenure, she helped establish a new industrial park and her recruiting efforts resulted in a 77% increase in city valuations. She is an OU/ EDI graduate, a Certified Economic Development Professional (CEcD), a Certified Economic Development Finance Professional (EDFP) and a Certified Public Manager (CPM).

 

Christian Kurtz
Director of Business Development

PCDC8501_Christian, Director of Business Development,  joined the PCDC staff in August 2012. His responsibilities include project management, research and analysis as well as directing the general business operation of the 4B non-profit organization. In 2013 he added Business Retention and Expansion to his responsibilities in an effort to keep and recruit business to Pflugerville. Christian received his BA in Critical Theory from the University of Texas at San Antonio as well as Paralegal certification from the University of Texas. Christian, a Texas native, has more than 15 years in Business Management.

 

Karla Henderson
Operations, Administrative Manager

Henderson is a native Texan and comes to the PCDC with a extensive experience in leadership positions in government and private enterprise. Most recently, she spent 11 years at National Instruments as a business intelligence analyst. Her previous experience in the public sector includes Director of Finance and Information Technology at Harris County Improvement District No. 1 in Uptown Houston, and the City of Austin where she was in charge of all general obligation and revenue bond issues. Henderson has also previously worked for the Municipal Advisory Council of Texas, the University of Texas and United Technologies Corporation. She earned bachelor’s degrees in finance and statistics from the University of Texas at Austin.
